MONTREAL - A public inquiry into the inner workings of Quebec's construction industry opens tomorrow.

Many expect the inquiry will implicate dozens of businesses, governments and political parties in dirty dealings as it explores possible links to organized crime.

Premier Jean Charest resisted demands for the inquiry for two years before finally bowing to public pressure.

A key figure in the controversies that have beset Quebec in recent years is Tony Accurso, whose construction companies have dominated the public-contract market in and around Montreal.

A Canadian Press report revealed Accurso's companies received millions from Ottawa's economic stimulus program for water infrastructure work in Quebec.

Accurso was arrested last month on fraud and conspiracy charges relating to an alleged kickback scheme in a Montreal suburb.

His business empire also operates in Ontario and Alberta where it's involved in building natural gas pipelines.
