Ottawa Mayor Larry O'Brien admits to a lapse in judgment after he was photographed talking on his cellphone while driving.

The photo was snapped by an Ottawa Citizen reader who spotted O'Brien using his phone Sunday while he was behind the wheel of his black Porsche on Highway 416. The photo was taken by a passenger in a passing vehicle.

Although O'Brien has admitted to the incident, he says he answered the phone because his hands-free device wasn't working properly.

It's illegal to use a cellphone while driving in Ontario.
