Ottawa's city manager says an apology for a unilingual Olympic torch celebration is not enough.

Kent Kirkpatrick said in a memo to councillors that a city-organized torch event over the weekend was undermined by the omission of French.

Several hundred people attended the event at Ottawa City Hall on Saturday to welcome the torch to Ottawa. However, federal, provincial and municipal politicians gave speeches only in English.

The mayor apologized for the unilingual ceremony earlier this week.

Although Kirkpatrick recognizes the apology, he says it's not enough. He says the city must have enough bilingual staff and signs on hand to ensure future events are conducted in both official languages.
